January.

(or at least a certain part of such programming related to news
(involving a presentation of details related to news involving voices)) involving some voices being used to say phrases with parts such as,
"taking a little bit of reprieve from the cold weather, but it'll be back" being broadcast on at one broadcast channel
related to
WKRG-TV (or at least one main broadcast channel related to WKRG-TV)
during the second half of the hour of 5:00 a.m. the Monday of the
twenty-fourth day of this January.
